Philippine Cities Mandate Inclusive Hiring, Creating Jobs for Elderly and Persons with Disabilities in Fast Food Sector by Documen Support Services World News

June 2025 — The Philippines is cementing its position as a global leader in inclusive labor policy, with major cities across the archipelago enacting ordinances that mandate the hiring of senior citizens and persons with disabilities (PWDs) in fast-food establishments.

Following the pioneering efforts of Manila City, Davao City—one of the largest metropolitan areas in the country—recently approved an ordinance that grants authority to the Mayor to sign agreements with fast-food chains to provide guaranteed work opportunities.

The policy, now gaining nationwide momentum, aims to recognize the valuable experience and capabilities of the elderly, many of whom remain healthy and willing to work, and to empower PWDs by providing them with dignified, non-hazardous employment.

Under these city-level programs, fast-food outlets are typically required to hire a minimum number of senior citizens and PWDs per branch, with work shifts limited to a maximum of four hours a day for seniors to protect their health. Major food corporations like Jollibee Foods Corporation and McDonald’s are actively participating, integrating these inclusive positions into their daily operations. The jobs often include roles as order presenters, drink drawers, and guest relations staff, allowing these sectors of the community to earn income, contribute to the economy, and foster a more empathetic and diverse service industry.
